Village of Ilion Board of Trustees will host a Public Hearing on Monday, September 28, 2026.

This hearing will be held in the Municipal Building Auditorium at 49 Morgan St. at 5:00pm before the regularly scheduled Village Board Meeting on the following matter. Discuss Passing Local Law 3-2026. Imposing a Temporary Moratorium on the approval, permitting, construction, and electric service of development projects with an electric demand of two (2) megawatts or more within the Village of Ilion, NY.

Village of Ilion – Public Information Notice Temporary Moratorium on Large‑Load Electric Development (Local Law No. 3 of 2026)

The Village Board of Trustees has scheduled a public hearing on 09/28/ 2026 to discuss and deliberate Local Law No. 3 of 2026, establishing a temporary moratorium on the review or approval of development projects requiring an electrical demand of two megawatts (2 MW) or greater. This moratorium does not stop all development in the Village, only projects with exceptionally large electrical loads, such as data‑center‑type facilities or similar high‑intensity uses.

The purpose of the moratorium is to ensure that the Village has the necessary time to study the impacts of such large‑load facilities and to determine what regulations, standards, and infrastructure planning measures may be required to protect the community.

During the moratorium period, the Village will conduct a comprehensive review of:

• Land‑use and zoning impacts
• Environmental and SEQRA considerations
• Electric, water, wastewater, and infrastructure capacity
• Fiscal and community impacts
• Emergency services and public‑safety implications
• Regulatory approaches used by other municipalities and by New York State
• Adequacy of existing Village regulations and utility service policies

The Village Planning Board will be directed to prepare a Preliminary Report within six (6) months, summarizing findings and recommending any zoning amendments, special permit standards, site plan requirements, or utility service policies that may be necessary.

This process is designed to ensure that any future large‑load development proceeds in a responsible, transparent, and well‑regulated manner, consistent with the Village’s long‑term planning goals and community interests.

Residents will be kept informed as the review progresses. Public participation and comment will be welcomed at future meetings where findings and proposed regulatory changes are discussed.
